A PROUD MOMENT: Friday, Sept. 3, 2010, will forever be known as Bill Carter Day in the state of Oklahoma. Carter was honored with a gubernatorial proclamation during halftime of the Marlow football game. Lt. Gov. Jari Askins, left, was on hand to present Carter with the proclamation.
