ARPA projects for courthouse annex, fairgrounds continue with plan reviews
There was discussion in the July 24 Stephens County Commissioners meeting regarding the American Rescue Plan Act grant and projects for the county. Construction Manager Ken Shaw, and Architect Schoenborn presented plans for the Courthouse Annex to the board. Both reviewed the plans which included the exterior alternate bids, and main areas to be upgraded. Shaw explained that bids will be required for HVAC, plumbing, and electrical. If the board approves, Shaw would like to be ready to advertise in about two weeks, which would allow for the bids to be opened in around five weeks. Pre-bid meetings will be required.
Several agenda items were approved: A change order of $18,066 for the main buildings and a bid for the ARPA Fairgrounds Upgrade Project. The change order is specifically related to moving the air conditioning unit to the roof of the building rather than being installed on the ground. Another change order affecting Titan Construction, LLC and a bid for the ARPA Fairgrounds Upgrade Project was also approved. This one was for $16,200, for equipment and labor to move the air conditioning unit to the roof of the building, and the elimination of two walk doors; A software and service agreement #2023-207 between KellPro, Inc. and Stephens County on behalf of the Stephens County Drug Court for complete online care including antivirus plus and court system view only imaging station effective July 1, 2023 through June 30, 2024 was approved.
Transfer of Appropriations within the Free Fair Building Fund and the Highway Fund. Those were 1215-4-4700-2005, M&O, $2,500.00 to 1215-4-4700-2015, District Fair Premiums, Awards & Judges, $2,500.00; 1102-6-4100-1310, Travel, $40.24 to 1102-6-4100-2005, M&O, $40.24.
Declaration of Surplus Resolution #2023-115 for items of equipment on behalf of the Stephens County Sheriff's Department. Items were - Dash Camera, ID# B-205-1008; M26 Taser, ID# B-221-1012; X26 Taser, ID# B-221-52; X26 Taser, ID# B-221-54; X26 Taser, ID# B-221-1014; 6 - Panasonic Tough Books, ID# B-218-033 - B-218-038. Follow up on that measure was approval of a Resolution for Disposing of Equipment #2023-116 for equipment declared surplus on behalf of the Stephens County Sheriff's Department. Items are as follows: Dash Camera, ID# B-205-1008 (not in possession); M26 Taser, ID# B-221-1012 (junked); X26 Taser, ID# B-221-52 (not in possession); X26 Taser, ID# B-221-54 (junked); X26 Taser, ID# B-221-1014 (not in possession); 6 - Panasonic Tough Books, ID# B-218-033 - B-218-038 (ID#'s B-218-033 and B-218-038 not in possession; ID# B-218-034 - ID# B-218-037 junked).
Adjustment to Disbursements between the 911 Phone Fund and the Assessor Revolving Fee Fund for the six-month raise amount plus matching benefits to cover the cost of E911 addressing responsibilities for an Assessor's Office employee for FY 2023-2024.
A cooperative agreement was approved #for the purpose of making conservation works of improvement to diminish erosion and siltation of right-of-way between Joe Sides and Stephens County. The county will perform ditch work and remove trees for approximately one mile along the southwest boundary of Section 6, Township 3 South, Range 6 West in District #3.
Rental Agreements for the Fairgrounds were approved for: Kathy Hensley for the NBHA Barrel Race event to be held in the Claud Gill Arena on Aug. 12; and Cinda Solomon Shirley for a birthday party event to be held in the Winchester Room on Aug. 26. Commissioner Russell Morgan also noted that the annual Stephens County Free Fair will begin Aug. 16.
